Theodore Whims Shoemaker was born October 22, 1908, in Columbus, Ohio. In 1936 he was ordained a deacon in the Ohio Annual Conference of the Methodist Episcopal Church and began his ministry as a pastor. The evolution of the USDA Forest Service is rooted in the General Provision Act of l89l in which Congress authorized the President to designate particular areas of the forested public domain to be set aside as "reserves" for future use.
